In a very public place. Make sure that you plan the date so it will end casually, with no pressures!
You MUST be protective of yourself.
If this is a person you have known for a while (already friends) than it wouldn't be AS important to worry.

Well a good first date spot is just the classic dinner, movie and maybe one extra thing (dancing, a walk in the park, etc.) the dinner should not be very exspencive, But not as cheap as pizza. keep it nice, but simple. a good movie is always great, and very romantic.

At a public place like a restaurant or coffee shop. A movie is a nice idea also, but you don't get to talk as much.
