These specs look pretty reasonable for an average digicam, with 2 exceptions:

. Unless that is a typo, f/4.7 min aperture seems a little lower than typical (but maybe they make up for it with the 1/2000 shutter speed, which is faster than usual). But it does limit overall flexibility somewhat. Closer to f/6 is better.

. You do not mention insertable flash memory. This is a must; 32 MB internal memory is only good for 10-15 pics.

So this could be a usable general purpose camera. It depends on how you will use the camera, and whether the size and controls fit your hands and lifestyle.

You do not mention the brand or price. If this is an unknown brand at a lower than average price, there would be some risk to getting it. Specs aren't everything - quality matters too. (I am a little worried about the emphasis on digital zoom. Large digital zooms are often mentioned in bargain cameras, but in fact are pretty useless and only drop the clarity of your pics.)

If this is your first digicam and fits your budget well, go for it. But you may be unhappy with the pics later, and have to upgrade.

Good Luck

The intergrated memory kills this. 32megs means that you have to stop and unload the pictures to your computer all the time to be able to use the camera once the memory is full. 32megs will be a very short movie. Maybe 5-10seconds worth before the memory is full, so with the fixed memory this is also a worthless feature.

Fastest ISO of 400 will mean you need a flash. Flash Not mention in specs. No mention of Hotshoe or PC sync jack in spec. Not going to be useful in any situation but daylight or well light indoors.

Max focal lenght of 29mm is not good if that is a 35mm equivelent measurement so I doubt that since the low side is 5.8mm. So focal range information useless and irrevelant.

Forget the digital zoom, worthless feature at best.

I would say that unless you only want to use this for emergencies, in a extreme fallback situation, forget it.

Mainly depends on what you are going to use the camera for. For general purpose this sounds like a good camera and you can purchase a larger memory card to hold more pictures then the one that comes with the camera.

It's better that you buy "Canon" camera , cause the other companies lie about their real specifications; plus the canon camera's has better lens , i don't know what model is match with your specifications , but you can search it on it's site.
I have a 8 Mpixel canon camera and it's menus really match with my profession. I am an architect, and catch picture of the thing my company wants and my boss is really appreciate me.

I very much doubt that such a camera exists.
The closest match would probably be the current king of fixed-lens cameras, the Sony DSC-R1, but even that doesn't have all the features you want. Here's two reviews + specs anyway:

You can try this site to query a camera database based on your specifications: http://www.dpreview.com/reviews/compare.asp
