Sony had a camcorder with a 'zero light' feature. It worked (as it was explained to me) by picking up the infrared heat given of by the item being filmed. The amount of heat given off by the human body is way more than what clothing gives off, so under ideal circumstances (depending on your point of view) you would see an image of the body, sans clothing. It was a lousy image, but close enough that people complained and Sony took it off the market.
Real X-rays would show images of bone, and shadows of soft tissue. Although there is in all probability a small group of select individuals out there that this might appeal to, I wouldn't look for it to be for sale anytime soon.

Not with any simple technology, no. But if it turns out to be possible to miniaturize a toolkit of some sort of high quality imaging technology/technologies and computing power sufficient to analyze the data in real time, removing the layers of clothing and adding in lighting effects to compensate for the shadows caused by the clothes, then you could. But boobs would look all squashed by the bras, and plus pantyline would be horrible.
