It's a measurement of flow of water (volume / time).

It's spelled as Cusec and defined as:

"A volumetric unit for measuring the flow of liquids, equal to one cubic foot per second."

Cusec (cubic feet per second) is not used outside N. America. The measure of water flow in the rest of the world is Cubic meters per hour..... (1000 liters/h)
