In helping someone, remember, you don't have to solve his/her problem. Just be there for this person. Give a listening ear and a comforting shoulder to cry on. People pay big bucks for someone to really listen to them, you know. So listen, while reserving your judgements for later...

you wanted to know what are the things that you can do to help someone when they're upset, right?
well..my suggestion is to do something funny that will cheer that person up. Usually, a little weirdness (not the irritating type) can make a person smile or at least, grin.
If i'm upset or not in the mood, my friends would just do simple things to make me laugh; like, making funny faces or funny gestures. or something like that... it helps lighten up the mood.

Other then telling them they need anger management!! I would be patient with them. Meanwhile find out if they know this about their personality and see if they want to change. If they want to change help them find out what makes them upset and why, then work from there. If they don't want to change then leave the situation alone... and you either deal with it or reject it... good luck people like that sometimes are just angry and addicted to being upset and wouldn't like it any other way, they just need something to fuss about, Downers and energy drainers is what I call them...

Simple! Cheer him/her up, try to make them laugh. Or a smile at least, have great time with that person. Cause a smile on the face it's all that takes.

I'll ignore them. Normally these people have a low self-esteem, due to obesity/inferior looks/education level/little friends. Therefore, they use sadness as an attention seeking method to plague others every now and then.

give them something very nice when they are feeling up-set & leave, leave it with her, but leave the area, give her an hour or two to come down. Something like flower's works well.
