Copying was an established art learning practivce for hundreds of years. Not only is it OK to copy and use parts of old paintngs amd photos ( even famous artists today use similar themes, subject matter, poses, faces, etc), you can also use actual parts of old paintings and photos. Go ahead, work them into a new painting using matte medium or other adhesive, and have fun. I am sure you have seen the "with apologies to" and "inspired by" or "after (name)" attached to titles...it is illegal only if you try to pass it off as anything other than your own work.

you canot sell other people's intellectual property without their consent or the consent of their estate. you CAN use them as sources of inspiration or visual elements in your OWN work, but the vast majority of the work MUST be yours if you wish to sell any of it. I strongly recommend that you read the copyright link posted above--you do NOT want to be sued for copyright infringment!
