I' m french, maybe i can help you,you can buy this dog in paris, i gess,maybe with site ".fr" and not ".com"or ".org".

did you try with the "SPA : Société Protectrice des Animaux" ? that the main organization for animal care & rights; they keep all lost and abandoned pets;
Like you said it's a rescue centre. If you want a very good dog (with great family line and all papers /health clear ) you'd probably have to buy it (at an average 1000euros cost, what makes approx. 1200USD) ; I can suggets a " bouledogue francais" which is a small, very smart and adorable dog.
