More likely clogged pores. There are several good scrubs that will open and clear the clogged pores. Be careful to not dry out the skin by being too zealous at getting rid of these. An allergic rash on the face usually results in slightly bigger bumps and the skin is usually red around the bumps and accompanied with itching. A generic benadryl or cortisone cream will relieve the itchy bumps but not have any effect on white heads.

sounds like your skin pores are opening to allow hair to grow but soap and other stuff are getting in there and creating white heads.
Try a good skin cleaner soap stuff scrub perhaps, but beware of scarring your skin.
