Alright this is a eazy one [if] is he in a good mood right then sit him down watching TV or at school or in a nice place and sit him down there so take a deep breath and tell him that you dont want to be his girlfreind and that you rather be freinds wit him try this it should help

Are you sure you want to break that guy's heart? Well I pitty him. Tell him that he's not your type and if he will tell you he can wait tell him okay but not to expect a lot.
Why won't you give him the chance, get to know the person better? But if you really don't like the guy just follow my advice alright.

First, thank him for complimenting you by considering you to be eligible and worthy enough to be his girlfriend. Then say :" But, I am sorry because I do not feel the same way and I am not interested in that kind of relationship with you".
