The mid-west has the lowest cost of living. In actuality, any place having a low population, or slow growth rate will have low cost of living. ie: food, gas, and housing.
In mid-western states such as Alabama, Georgia, Louisiana, or even Nebraska, the average 2 bedroom apartment may run from $500-700/month. Whereas in California or New York, a 1 bedroom apt. can cost you $850-1400/month. This is simply because big cities in CA, like LA (22 million residents).
It isn't necessarily true that all of CA will be more expensive than all of AL or even GA. It is simply demographics, and the "supply and demand" concept.
In terms of "country", I'd assume by what I wrote above that cost of living would go like this: Rural (countryside) < Urban (small cities) < Industrial (large cities); from most inexpensive to expensive, respectively. Hope this helps =)

The South is the cheapest, and I would guess Mississippi has the lowest cost of living. I live in Iowa and most things here (espescially housing) are pretty cheap. Of course, the low cost of living comes with lower wages.

I just returned to Oklahoma from New York, I bought a 3500 square foot house for the 1/2 the price I was paying for a tiny 1 bedroom apartment.

I just saw on the internet that 4 out of the 5 least expensive cities are in Texas. I had no luck finding out what the least expensive city is.
