I assume you are just asking for your own interest since this obviously is not the place to ask about starting such a large enterprise. Go to the state insurance commissioner web site for your state and you will find answers.

First you work for an insurance company, to gain as much knowledge about the industry as you possibly can. Then you shift as an agent for big insurance companies like bupa int. This way you are basically running an agency but personally the risk attached is much lower and you will face all the challenges of an insurance company. At this point you can make your decision.

First you work in and learn about the Insurance business, then you and anyone you know who has lots and lots of money get together and form the company. Then you all go to the corner church and pray you don't loose it too fast.
