Put him on an obesity diet (most makes of dog food do one) and make sure they exersise regularly.This website has some more tips.

This will sound silly, but try giving him raw carrots as treats rather than biscuits.
Also, if you haven't already, check with your vet. The weight gain could be any number of medical reasons.
What are you feeding her and how much are you walking her? A treadmill is not a bad idea as long as you are right there with her.

Check with your Vet about a low fat dog food. And also see if the Vet can check to see if your dog has an possiable health issue.

Cut his food portions in half and or ask a vet take him on a walk get some diet food etc....

If you haven't already, I would take him to a vet to make sure it isn't a medical problem. I would feed him diet dog food and make sure he gets plenty of exercise. And limit any snacks to maybe one a day.
