Here in NY you would go to a police station and file a report for lost or stolen property. They will issue you a DMV form called an MV87-B which you take to the DMV. The DMV will then issue you a new ID#. I would think the procedure is fairly similar wherever you go.

Report it to your local authorities, and keep a copy of the report. Some ID theft victims must keep a copy of the report on them to prove that the situation has been reported.
Contact the DMV, I know here you may be issued another number, and it is recorded as a secondary or duplicate issue. Then you have two records, one before and one after the theft.

Changing you license with the Department of Motor Vehicles might be hard or ill advised, as it is coded with all kinds of information, not just random numbers. What you certainly should do is file a police report since it is important to be able to prove a loss in some situations. And be certain to file with all the credit bureaus.

It will be up to your DMV, but normally Drivers licence numbers have little to do with ID theft, it is the social secuirty number, since they can't use the Drivers licence since it has your photo on it anyway
