there is still alot of surplus ammo on the market check out aim surplusand cheaperthandirt, the military surplus is not dangerouse to shoot as long as the rifle is in good shape with correct headspace, your will probably has some "duds" but not many, if you get a dud keep it pointed in a safe direction and wait 10 to 20 seconds to make sure it doesnt go off....there has been cases of delayed ignition. I regularly shoot 1947 production mill. surplus ammo in my mosin-nagant rifles. Also surplus ammo is corosive so clean right away after shooting and use ammonia(windex) to nutralize the salts in the cleaning process.

You can find 8mm rounds a plenty at most local gun shows. You can also contact a local gun club and ask about the CMP(Citizens Military Program) for buying military grade rounds from surplus.
