Hi.Sorry about the flood in your home. Which brings up my answer- If your home is flooded, seems like you have more important matters than just a plugged outlet! BTW If the water is too deep, than it has also gotten into your outlets all over the house.
Cut the power to that outlet's wiring, get on some electrician gloves then try. Better still-let the flood damage crew take care of it-they have the experience.
