All employees who have access to secure areas of an airport are required to go through a background check performed by the FBI befor ethey are allowed onto the ramp. They are then required to go through a background check initiated by the airport at which they are working, meaning there is a little redundancy to the system.

In theory, all airport employees are subjected to stringent security checks, especially those with airside access (baggage handlers, refuellers, cleaners, etc), but it is clear that the system is by no means perfect.
