It means that the person knows not much about the subject proposed. Its a facetious statement or comment, could be interpreted as a sarcastic comment as well.

It means that person has offered their opinion but they don't want to be responsible for you actually accepting what they just said for fear they may not be right....so they go ahead and say "but what do I know".

It's just asking what he knows when someones asks him the same question. It's just a question asked and later answers it.
