Calories are a measure of how much energy a particular food substance will give your body once it's digested.
So, it doesn't seem possible to have something that contains negative calories. It could have no calories (like pure water).
What I think might be meant by negative calories would be negative NET calories, in which it takes more energy for your body to digest the item than what your body would get from digesting it.

Kinda. Celery is considered a food with "negative" calories. A stick of celery is approximately 1 calorie, but it takes more than that to eat the celery.

Absolutly not. They call them net carbs, or net calories, basically they are adding sugar alchohols which converts into calories but at a lesser degree. some say these will be like trans fats which we thought were so good for us in the past.
