Neither sleep nor sex is properly referred to as a "who"; rather, these would be referred to as a what, i.e. "What's the best....", since who refers to a person-unless you happen to be referring to two people named Sleep and Sex; but then again, you didn't capitalize, and these words are not commonly used as names....(awww, smile, darn it )
and, if you have to ask, you don't need an answer, anyway.
