It does seem redundant, although I can associate tying down meaning to attach to something, say like in a truck bed or to a bed frame, while tying up is a more general term. What's interesting is that the movie with that phrase in its English title is simply "Atame!" in Spanish (which I suppose means either phrase).
As to the second part, I will have to defer to my partner as I can't reach the keyboard right now. ;-) (Just kidding, but that's my answer!)
