even though she hasnt called me, but i think it would be the right thing to do or is that weird that im calling all of a sudden?

It could be awkward but if she sincerely told you to keep in touch AND parted on amiable terms, then go for it but yes, indeed just find out if she's doing ok and keep it at that and don't go into much else.
and still why? After all, your motives should be nothing but to be a friend, if you are both not together and you agreed to it and all and it's been 3 weeks and all, then remember if she hasn't tried to call you or see you, or anything, give her more time, a month is good. But, if you parted, on not-so-friendly terms, then you will look like a jerk for calling as that is not a nice thing to do: to break up with someone and then have regrets about their hurt feelings weeks later? You should have had that well-thought out before you both decided to split.
But yes, do what is best for her at this point, if you are true friend, and that again, depends on how you think SHE Will feel about hearing from you. You never give someone false hope and you never want them to misconstrue your motives so if you think that could happen, don't do it.

Why would you call her after breaking up, is this a funny way of getting back at her? Did she dump you? Girls are more emotional and it's kind of cruel to contact her "if" you broke her heart.

why would you want to call your ex??? unless you just decided to be friends, you should've already called her if that was the case, there is a reason you aren't together anymore...
