Yes, it is safe. It's simply a fairing that is missing. This would create some turbulent flow, a little bit of noise and a bit of drag. All it does is reduce efficiency. It is not dangerous for the people on the airplane.

The people on the ground however may be in danger from falling debris or debris lying on a runway. It was a strip of metal that fell from an aircraft on a runway that initiated the destruction of the Concorde.

Well you landed safe so maybe it is, but I would report it and see what happens, that will give you a clue......call F.A.A. and the airline.
