I guess it means not with it, not hip, unaware, you don't really know what's going on, etc.
The implication is that there is a group (a circle) of people who need to know and keep each other informed, so if you're not part of that circle you're out of the loop. You don't have the most current information. If you were wearing bell-bottoms (that were popular in the 70's) today, you would be "out of the loop." If you didn't know what a cell phone was, someone might say you were out of the loop.

yes - means your out of the loop of information. Usually refers to when you are in contact with a group of people, then say, you no longer see or hear from them, then you are out of the loop.

if you are in a group and information is passed you are "in the loop"

it's as if the information was electricity and the group is a chain
out of the loop is the same...you didn't get the message because some one broke the chain

It means that you do not have information that others who are in "the loop" have. The loop can be co-workers, family members, or even friends or neighbors.

You don't know what is going on. Draw a circle and place a dot OUTSIDE of the circle. The dot represents you. Get it now... you are out of the loop.

To my understanding it means -

out of the group

out of the discussion

usually said by a "fence sitter" who does not want to take either side of a discussion, but would still listen.

like if your friends all had an "inside joke" but you didn't know what was going on.....you'd be "out of the loop"
