I have seen the phrase "Blessed Be".
Can you explain this to me, what it means and how it came to be?

Blessed be is a Wiccan greeting. It's taken from the five-fold kiss which is used in initiation rituals in the Gardnerian tradition, which goes like this:

Blessed be thy feet, which have brought you this way
Blessed be thy knees, which kneel before the sacred altar
Blessed be thy womb, without which we would not be
Blessed be thy breasts, formed in strength in beauty
Blessed be thy lips, which speak the sacred things

The Priest says these while he places a kiss on each of the body parts named.

Blessed Be is similar to the Christian "God Bless". You are basically expressing how you wish for the person to be blessed and be fortunate. It is considered a Wiccan greeting, something that is commonly said in good presence.
