I never did it, but I walked into this lady's house once and her parakeets where talking! (phrases, hellos, some other words). I never knew they talked and wouldn't have believed it if I didn't hear it for myself. I asked her how she did it and she said it took constant training when they were very young. I guess you need a lot of patience for this, but it can be done, I am a witness.

doeboy is right, you may not recognize the fact that they are talking at first....after all, they have birdie voices.
Sometimes you can put a bird that doesn't speak in the vicinity of one that does and it will learn from the other bird.
A tape recorder is a great idea. they learn through repetition.
be patient and just keep repeating what ever you want the bird to say....start with something simple though....like "pretty boy",
"here kitty-kitty", "hello", " Bye-Bye".
The quaker parakeet that I had one time could not say "S" words, I would imagine parakeets would be the same.

when i take my new keet out of her cage she sounds like she's mumbling. I don't know if it's cause she's scared or nervous or if it's cause she's trying to talk. it sounds like an old man mumbling. hey that's a good question.
