No, marrying for a green card is not an urban legend.
However, if you are caught there are severe penaltys. They can be deported, you can be arrested, jailed and fined for fraud.
Immigration interviews are quite extensive. You are separated and each asked questions like "where did you meet"
What did you have for breakfast
What is his favorite color.
what is his favorite movie
what is his mothers name
All these questions are to find out if you know each other and are living together.
If either of you fails to answer the questions correctly, you can expect to leave in handcuffs.
