umm while you ask for no maybe's i can only offer you this article for WebMd on the Subject, no one is really sure what causes it, but this is all i found. Hope it helps!
The exact cause of RLS is unknown; however, stress appears to make the condition worse. Pregnancy can also bring on the syndrome, as can anemia (particularly due to low iron levels), kidney problems, diabetes and rheumatoid arthritis. Caffeine and some prescription medications contribute to the development of RLS in some cases. In addition, RLS has been found to be a genetic syndrome, as parents with RLS can pass it down to their children.
There is evidence that RLS, like Parkinson's disease, has been found to be accompanied by a selective destruction of dopamine neurons (nerve cells) in the substantia nigra of the midbrain. The destruction of these neurons affects motor control in the body and can contribute to leg discomfort at night in cases of RLS. Other studies showed that there may be a deficiency in specific receptors in the brain that regulate iron in those that suffer from RLS. Research is actively being conducted to further investigate these relationships

I've tried to research an answer for you and this is all, that I've been able to find out...
The precise cause of the syndrome is not known, although some authorities consider it to be brought about or intensified, by poor blood circulation.
Some physicians claim that it is more common in hyperactive patients, others say that it can be brought about by intense activity, especially physical activity, just before bedtime.
Treatment: Sometimes a mild sedative at bedtime helps. Also some people receive treatment for poor circulation to the lower extremities.
This may not be the answer that you are looking for, but it was all the information that I've been able to find...
Good Luck

I'm not sure that science has determined the exact cause. I used to sell vitamins years ago and people would come into the store with presciptions from their Doctors for them to take 800 I.U. of Vitamin E at least 2 hours before bed . They were told that it has to do with circulation. The people would come back for more and told me that it really seemed to work. So I started to do the same thing and I think that not only did it help me with my RLS, but I think it improved my skin too.

I do not know, but I suffer with RLS too. I find that putting something like Vicks vapo rub, or something with a cooling affect (even icepacks) helps ease tingling and creepy crawlies. Maybe that would help you?
