It depends on the situation. If it is for repairs and the electricity is for a drill or something then know. However if you are renting a space and paying the electricity bill - then your landlord splices the line or utilizes the electricity on a regular basis then they are stealing utilities and that is a major crime (especially in certain states) You can contact your electric provider to find out what their view on it is and they will more than likely state that a person that is not authorized should not have access to your utility.
