Yes at all times from morning to when the Broadway shows let out and theatre-goers walk to Grand Station to get on the Westchester trains to go home at night.

This means after midnight it can be lonely because everyone has gone home. It is mostly a business district in-between. But the walk is still doable, if you walk only along 42nd street all the way to the hotel.

There would be no problems in the daytime, but I would be hesitant to go out at night and walk the streets.
