It depends, if it from allergies or from other stuff inside the nose. I have allergies and no amount of blowing will stop my nose from running. I would just ask them if they have allergies and offer them a tissue. If it is the other, then I would eat fast and get out of there before something fell out, and I lost all my dinner all over the table. Good luck.

the person doing the snuffling is the rude person. They should be the ones to politely excuse themselves so they can blow their nose in privacy (like the bathroom). If their snuffling annoys you, I would offer them a tissue. If they refuse and still make the noise, perhaps you could explain that you find it personally offensive - if they still dont get it, then leave!! I dont think I personally would be able to have a meal with someone who was doing that!!

Tell them it is disgusting and to blow their nose. Like anyone wants to hear or see someone doing that.

You ignore it, unless they have something hanging out, then you try to give them some sort of hand signal, or you start "snuffing" yourself, more obviously then them.

I unnoticeably hand them a tissue and them point to my nose.
So far everyone I've done it with has understood and been appreciative of it later.

You excuse yourself so they can blow their nose without you seeing.
