No, it helps control what kind of environment your child is playing in. If you let your kids go to anyone's house, people you don't know, you're asking for all manner of issues. It's not a matter of picking their friends, but at a young age you don't want your kid exposed to things that you don't agree with.
Your child could end up in a smoking household, a house full of drugs, a crack den... you have no clue if you don't know the parents.

Sometimes it has to do with the child's safety. If the parents know the parents of the children, they know how the children were raised, (that the children won't try to get you to smoke, do drugs, etc) and that also that the parents can be trusted when their child goes over to that house. (That the parents are responsible, etc.)
