The cemeteries do that because it is easier to cut the grass if they don't have to mow around the headstones.

Some cemeteries (here at least) have rules that all the headstones have to be the same to keep things looking neat. Some want only those flat ones. I didn't know it was like that all over California though. Is it really a state-wide thing or just certain cemeteries?

yea they do my friends branma has one and the cemetary my grandmas ashes are have tons of headstones soooo idk wat ur tlking about
