and also he has a tattoo of her nickname on his arm, but i can sense that there is no love there,he says he still loves me but i don't know what to do because me and him been through alot of things together

sounds like he wants his cake and to eat it too.
no don't have sex with him, you two cut it off for a reason.
why go back to something you left?
and why ruin a new relationship?
if he's wanting to cheat on her, has he ever cheated on you? how do you know if he didn't? he obviously has no problem with it.
if he wants to sleep around on his girl, let him do it else where. don't get involved, these are the kind of things that cause domestic violence/disturbances.

Probably not. He just figures if he can get you to lay him, plus he's getting some at home, then that's twice the sex with very little effort. Could be she isn't giving him any, but even so, it's pretty crappy of him to do that behind her back.
