As a sophomore, you just want to start working on your extracurriculars and volunteer work, and keep up the grades. I would suggest maybe one more club on top of band, and/or get a job and hold it, if possible. Colleges want to see a well-rounded person, but also someone who has a passion for something.
As far as schollies go, you can start looking your junior year, but don't bother applying until your senior year. Summer before senior year, get on fafsa.com and apply for federal financial aid, and also register on fastweb.com. Fastweb is a huge database of scholarships, and it saves you a bunch of time looking through applications that have nothing to do with you.
Senior year, apply, apply, apply. Write about 3 or 4 generic essays, and tweak them for the specific scholarship. It doesn't take much to apply for a scholarship once those essays are written, just a few minutes and a stamp. Apply for as many scholarships that you can find that apply to you.

fastweb.com is good for a start, but other than that, just get good grades. Try to learn unique hobbies that distinguish you from others.
Unless you are wealthy, you will get lots of financial aid when you apply using the FAFSA, in January or Feb of your senior year you fill that out and it determines your financial aid package.
Also, keep in touch with your guidance counselor.
