Joseph Caiaphas was the High Priest during most of the New Testament. Was Caiaphas a legitamate High Priest (did he have an actual claim to the High Preisthood?), or was he an illegitamate High Priest who was given the High Priesthood by Rome?

Caiphas was given the High Priesthood by Rome. He was appointed High-Priest of the Jews by the Roman procurator Valerius Gratus about A.D. 18 (Ant., XVIII, ii, 2), and removed from that office by the procurator Vitellius, shortly after he took charge of affairs in Palestine, A.D. 36. The Jews of the time also seem to have accepted him, however, so it's probable that the Romans chose Caiphas from among acceptable Jewish 'candidates.' It also helps that his father-in-law, Annas, was High Priest before him. If you're interested, you can read more about this at http://www.newadvent.org/cathen/03143b.htm .

Caiphas likely was the high bidder for his job as high priest, yet his authority was still legitimate, and he did correctly prophesy regarding Jesus.
