Yes it is true.
1. Alcohol sinks to the bottom of a mixed drink unless you are pretty much constantly stirring it, so using a straw gives you a much stronger concentration of liquor.
2. The roof of your mouth is thinner than the lining of your stomach, and when you suck on a straw, it is aimed at and hits the roof of your mouth directly. More is absorbed than if you were just swallowing it. "35. There is some anecdotal evidence that alcohol sipped through a straw is more potent than simply drinking straight from the glass. Drinking through a straw helps mix air with the alcohol, carrying it to the nasal cavity where it is absorbed more rapidly. An even flow of alcohol also boosts absorption efficiency." 3. You usually drink more in one sip than you do in one swallow. That is why the drink seems to be finished faster as well.
I got drunk only once, and it was with a straw and sloe gin fizzes - and not stirring the drink as I had no clue. I now stir my drink but drink it without a straw and have no problems.

You will catch the buzz faster however getting drunk is based on how much alcohol you actually consume not how fast you drink it.
An average person may consume 3-4 drinks per hour and just be under the legal limit of .08
one 12 ounce beer, one 8oz glass of wine and 1oz of hard liquor all contain the same amount of alcohol, your liver filters alcohol out of your system at the rate of about one drink per hour.
So if you drink 3-5 drinks through a straw in lets say 10 minutes you will get drunk fast.
Just remember don't drive drunk.

It depends on if you drink faster with a straw period. Many people do drink faster with a straw then they do without. Thus they get drunk faster that way.
Body weight and fitness also factor in. From http://www.intox.com/physiology.asp :
In general, the less you weigh the more you will be affected by a given amount of alcohol. As detailed above, alcohol has a high affinity for water. Basically one's blood alcohol concentration is a function of the total amount of alcohol in one's system divided by total body water. So for two individuals with similar body compositions and different weights, the larger individual will achieve lower alcohol concentrations than the smaller one if ingesting the same amount of alcohol.
However, for people of the same weight, a well muscled individual will be less affected than someone with a higher percentage of fat since fatty tissue does not contain very much water and will not absorb very much alcohol.

Only if the alcohol is denser then the mix and has settled to the bottom of the glass. If you are small and one shot of alcohol makes you feel drunk then using a straw may make you drunk faster

If you are drinking a carbonated drink (non-alcoholic) and you drink it very quickly you can experience feeling drunk. It's also the carbonation in the soda that gives you the hangover the next day if drinking mixed drinks.

well i heard that if you drink hard liquer with soda you get drunk faster but thats because of the carbonation. i doubt the straw thing

...no. you get drunk faster by drinking on an empty stomache, drinking stuff with a high alcohol percentage(tequila, whiskey, scotch,ect.), or drinking a lot of weak alcohol(i.e. beer)
