Yes, they all do.

The X-Ray equipment that checked baggage is checked with is very powerful. Unlike the equipment that is used for carry on luggage, it can and will damage undeveloped film. Therefore you should not leave undeveloped film in your checked bags.

Additionally they open and hand inspect a portion of all checked luggage. I travel a lot and about 25% of the time I find the notice card from TSA in my bag when I retrieve it at the destination. I left a book of matches inside once and they left a nasty-gram about that as well. My bad!
