Electrolysis... they kill the hair root with an electric needle. Takes time, but lasts longest.

First of all...shaving does not make it thicker or grow faster. It just seems that way cause your cutting it off at the surface and its a blunt endge that feels course. WAX< WAX< WAX! it lasts for weeks and only hurts a little the first couple times. Eventually it may even begin comming in finer. Go to a reputable salon or spa. I am a hair dresser and italian (yeah, we all have the hair) and ive been doing it for years.

use Nair, leave on for 3 minutes and wipe off ,than wash face. than put a little bit of vaseline on it, do this at night because your lip will be red for a couple hours, right before you go to bed is perfect. do not leave on for more than 3 minutes or it will burn and chap your lip! Everytime you do this it will grow back lighter and lighter and you only have to do it about every couple of months.
use the lotion (nair) wax is so bad and hurts way too much, plus there is no guarantee you will get all of it!

Do not shave.. it will get thicker and darker!
Try waxing it .. and if you want to get more technical use laser hair removal... Personaly i do nair or veet but I DO NOT recommend it.. I usualy do it because i am last min.. and I always pay the price and it gives me a rash.
Wax is great try ready wax or get it done at the local salon!!

Sally Hanson facial hair remover. It doesn't hurt and will keep any hair away for about 2 or 3 weeks, it only takes about 8 minutes to do.

Waxing. I've been waxing since I was 12. Easy and harmless. Lasts longest too.

Wax it, but if its fine light hair don't worry about it, but if it looks like a mustache growing in wax it. Don't pluck it because it'll hurt A LOT!!!! :) go to a salon to get it waxed don't do it yourself.

Wax it! I hurts like a B*%$& but it works really well. Nair has a cold wax kit for sale in most outlets for a really good price and it works well.

If it's just a little bit of a stache your friend should just dye it so that it matches her other face hair/skin color. Sally Hansen was advertising some of those in a magazine.

Hot wax go to Sally's beauty supply and see what they have .Or go to a supply store for the public.These beauty supply store have so many things for that.This way you can find something you comfortable with
