Do you have a pouch that you are trying to target? If so, the best thing you can do is lots of cardio/aerobic activity. This means treadmill, eliptical, bike, etc. You cannot target train an area to burn fat.
You should also watch the amount of simple carbs that you are taking in. In a woman, the lower abs are one of the places that these type of disposable carbs congregate. Don't worry about complex carbs like veggies and oatmeal but watch bread, pasta, soda, and other things with simple sugars (empty calories).
To strengthen the area, you can lay on the floor backside down. Raise your torso up balancing on your elbows. Raise your legs up off the ground, keeping them as low as you can, and bring them into your body by bening your knees. General sit ups and ab workouts will also help. The abs are a muscle group that you should work until exhaustion - go until you can't go anymore. And you can work them daily if you want, but if you aren't burning the fat via cardio, then you won't be seeing the results.

No offense but it's not very practical to try to isolate a specific part of a muscle. Each muscle contracts as one unit... basically meaning that to work the lower abs you will also have to work the upper abs.
With that said you didn't specify any goals BUT assuming you want to "tone" then I'd say do crunches so that you can only do the movement 8-14 times (add resistance if necessary) and then take a minute or two rest and do again. Do ~3-5 sets a day, 2x a week. You can also try leg raises.
Aside from that I've noticed that when people talk about their lower abs it's usually because there is a little bit of fat around that area and unfortunately it's usually the last place the body gets rid of fat stores SO go on a diet and/or become more active and your body will get rid of fat in general and thus any fat there will be reduced.

Treadmill running get rid of the fat around there and builds the muscle.... Have a look at some athlete runners and you'll see what it does.
Lying on your back and "cycling is good" too. If you do that a bit each day you'll be able to do it longer.
Swimming is good too.

Pelvic Tilts and Crunches. I like to use weights on my stomach and chest to increase the intensity of the workout. Coupled with a low fat, high protein diet, this will really define your stomach. HTH.
