Definitely bring it up to your manager as soon as possible, because your job depends on it.
Do not say anything rude or disrespectful about this individual. However, do tell your manager (politely) you have some concerns about the new Data Base Administrator's seeming inability to help you when you have posed certain job-related questions to him. Indicate that you are concerned that this may negatively impact the productivity of the company, as well as your ability to do your job.
Then just leave it at that. if you have already noticed this individual's seeming lack of knowledge, it won't be long before other employees notice as well, and will voice their own complaints.

Do you not think that those over him will soon find out where the quality of the team work stems? They are in those positions for a reason. Don't allow this person to waylay your own abilities or your desires, else you will be caught up in this phoney's realm of "cheating" & may even provide him a scapegoat to keep his own position longer...you don't want to be anyone's goat, right?
If I were you, take on the role of teacher & advisor for this person...show him your stuff...allow him to trust you, to respect you, cannot do without you...you demonstrate yourself as the real You...the Who & What truly are...and the "overseers" will also see that you are a leader who creates leaders...one of the finest qualities in Corp. I don't think it's ever wrong to do the right thing. Ultimately this guy would be miserable at a job he is not competent at and if it's going to negatively affect others... it's the right thing to do.

I THINK YOU SHOULD LET THE MANAGER KNOW ABOUT THIS GUY AND PLUS TELL THE MANAGER TO WATCH HOW HE DOES HIS WORK. HIS WORK WILL THE SHOW THE TRUE COLOR.
