tu parle tu francais means - you speak you french

I think what you are wanting to ask is Do you speak french? which is said- "Parlez-vous français?"

well. tu=you, parle=talk and francais=french. So...as near as i can make out, "you talk you French." Don't think it's grammatically correct.

If you leave out one of the "tu's"(don't know French grammar), I think you end up with a declarative statement..."You speak French." With or without an exclamation point!

It's not the way you say it. it's "Parlez-vous français?" that means "Do you speak French"?
