Because most of the citizens left and have not come back yet. That's a significant amount of people not available to help rebuild their own city. If people had stayed they could have taken care of their own neighborhoods. Instead, the areas were abandoned and left to rot.

I've seen footage of European cities after they were destroyed in WWII. People were out the next day cleaning up the mess. They had to rebuild what little they had. In New Orleans they just up and left.

The main problem is not racism in the govt. The problem is a combination of a HURRICANE hitting a city that should have been built somewhere else. New Orleans has been flooded by hurricanes several times. That should have been a sign the city didn't belong there.

Why do so many people think an entire city can be rebuilt in such a short period of time? How long did New Orleans to be built to begin with? How much money did it take? What was the condition of the land when it was begun? How many people are realistically available to work on the project?
There are so many conditions that have never existed before on such a large scale. People need to understand this will be a long tedious process.

The honest answer? Because, as a recent report pointed out, over One BILLION dollars of aid has been stolen and/or misappropriated in New Orleans. The money is not there to rebuild.

Unless you see it with your own eyes, the areas that were heavily damaged is massive. Beautiful areas and some not so beautiful that are now ghost towns. Alot of people have started a new life and job elsewhere and have settled. They will not come back. Alot of areas are doing just fine. Our street still has a few trailers, but they are slowly but surely getting their houses back in order. Plus anyone in constuction right now are working like mad, we need more people. I have volunteered and rebuilt a house in Gentilly. People want to complain about Mexican illegals, but there are tons here and they are working hard. I have nothing against them.

It is taking a long time for the same reason that people did not evacuate in the first place. They keep waiting for someone, somewhere to do something for them, rather than accepting responsibility and doing it for themselves.

Those people who care, and have a personal investment in the city are doing something and have rebuilt for themselves.

Lots and lots and lots of red tape. Not to mention it was an entire city. Stuff is slowly but surely getting fixed, it already looks a little better. There is just too much work to be done and too little people to do the job.

Shoot, why rebuild it at all, at all? As a good Republican, I believe that God so despised New Orleans that He smote it with His terrible fury and the only reason to rebuild it would be to give Him a mulligan.
Let's all vote for another decade of the GOP in power so no more of our money gets wasted attempting to thwart the will of God, or President Bush, whichever is more important.

properly... a huge reason is the typhoon destroyed each and every residing house... in like 3 states alongside the coast... it wasn't in simple terms going after armed forces objectives... granted, some bombing in like dresden replaced into finished cities, yet they did not rather hit each and every residing house... IN each and every SMALL city... which Katrina did not discriminate... it took each and every thing out... granted, it rather is nonetheless a sprint stupid however...

DONT YOU THINK EVERYONE HAD THE CHANCE TO EVACUATE THEY WOULD HAVE !! NOT EVERYONE IN THE CITY HAD THE 'MONEY' TO EVACUATE. SOME PEOPLE WERE NOT FORTUNATE ENOUGH.

FEMA repaid many people for evacuating.. not before.. meaning you would have to have the money to before hand. no one was able to return to the city for atleast 2 weeks.

I WAS UP AT 3AM , 5 HOURS BEFORE THE HURRICANE WAS TO HIT .. LISTENING TO THE LOCAL RADIO STATION.. SINGLE WOMEN CALLING .. WITH CHILDREN.. CRYING BECAUSE THEY COULD NOT AFFORD TO EVACUATE.

LISTENING TO ELDERLY PEOPLE WHO COULDN'T FIND HELP.

LISTENING TO FATHERS WHO ONLY HAD ONE CAR .. FOR HIS 4 CHILDREN AND HIS WIFE..

LISTENING TO PEOPLE WHO HAD NO CARS AT ALL...

PRAYING THAT THEY WILL BE ALRIGHT.

i have not one clue.. what ever happened to any of them.
