I have read few answers so i would like to explain it aint about giving time and getting slower. What if that person is moody and afraid to get hurt and no matter what you say she still would say i like you so much but she never say she does love you coz she might feel she is going to get hurt in future. i am in a circle hurricane.. it is complicated to me

Tell them you love them and if they are ready to get over the fear of commitment, they will. You can't make it happen.

you can't say anything, you have to just be there for them and let themselves be eased into it.
Start with little to no commitment and start adding TINY little bits on, if they get uncomfortable step back and go slower.

It's not really a fear, it's more of... IDK, they don't want commitment? They like being free, doing whatever they want, whenever they want... etc. It's not called a fear of commitment, I think it's called... Commitment issues or Problems with committing. Not everyone likes being tied down!
