If the class is scheduled outside of regular school hours (summer school for example) they can, otherwise only if it's outside state curriculum.

in our school system I worked the registration one year... I was told I had to give the parents the kids schedule and then say that will be $$$$ each class had a 'fee' with it... I asked but what if the parents can't pay... I was told IF the parents said they could not pay then ALL fees were waived... but that I was not to tell anyone that they could simply not pay. most students were being charged about $130!!!

what do you mean you have to pay for your children to take it? do you mean that you have to pay for their clothing so that they may exercise during that time in comfy clothes? or what? because otherwise, I do not believe that it is legal for the school to charge you a thing for this class. It's a PUBLIC school NOT private. they should not be charging you as a parent/ caregiver for your child to take this class!

No, because your parents are tax paying citizens and you have the right to a free public education

No, I don't see how they could make you pay like directly for your childs public school career, but it does come out in your taxes.
