there isn't an internet police, however you can report someone to the local authorities if you have enough proof that indicates someone is going to hurt someone else or endanger other people's lives.
i have no idea if they could track them but a blog, a site, etc. would always be good clues to match profiles if they ever arrest the suspects.

You can contact the police if someone is harassing you or stalking you over the next, such as a pedophile and you are under 18.

in general not if you want them to take it serious.
Also many ( alot) of departments don't even have web sites, and alot of those that do, have only basic email.
Some larger departmens do have the ability to report things by internet.
but in person, on the phone where you are properly identfied will be taken alot more seroiusly.

I'm sure you can most of them have tip lines. But if you have a real problem I would contact them by phone or in person and if the crime is occurring in another state they can contact that agency.
