why dont boys take the first move towards girls and tell them if they love them??!!

Because guys have gotten the impression from the radical feminists on TV that any guy who makes a move on a girl is a "sexual harasser". No guy wants to be labeled as a white male oppressor of women, so he refuses to make a move until he is sure.
Guys also have the impression that girls hate it when a guy makes a move (no girl wants to be "hit" on).
Guys are also afraid that if he does make the first move and she thinks that he is ugly, then she might create a scene and embarrass him (rather than just politely saying "no").

Most guys don't know what to say anyway. After evesdropping on women's conversations complaining about guys, it seems that a guy can't do anything right in a girls eyes (because her expectations are so high), so most guys are afraid to try out of a fear of failure.

I have never really had a fear of rejection it was more like a fear of acception. If the girl said yes I was scared I would not live up to her expectations. I don't know if I am truly a nine or a ten but I have gotten billions of compliments from women. I am greeted by women with "hey hot stiff" and other things that confuse me because I never though I looked that good. So for me I am scared they will find out I am just like everyone else and not necessarily "hot stuff".

If you are real man, you make the first move. As a man you are expected to make the first move. That is one of the benefits of being a man. You can choose who you want to chase and persue instead of waiting for someone else to have the courage to come up to you.
A lot of BOYS are afraid to go talk to a woman and take the first step in the persuit of romance. They don't have balls and just can't handle a rejection. MEN get bold and go up to a woman and flirt, ask them out, and if she is worthy of his time build a relationship. A MAN knows that rejection is a part of the dating game. He knows that if she doesn't want him, it is her loss and he moves on to the next woman.

I think it's really sexy when the girl takes a first step, or at least helps the guy take that step. But honestly I end up making all the steps in the relationships I'm ever in.

I FEEL THE SAME WAY!!! I think it's because guys have trouble facing the fact that they actually having feelings and that those very feelings are being directed towards someone and they have NO control over it. If you make it easy for your guy to talk to you about that kind of stuff he'll be more likely to make the first move, thats just my experience.

There's only ONE reason for this, my dear...REJECTION. It's the one thing in relationships that EVERYONE fears, but not more so than at the beginning. One can't just walk up to a pretty young thing & say "Hi, I like you"--one might be thought of as "weird" at best...and a "stalker" at worst. Unfortunately, this works both ways. Fear of rejection plays a major part of the male and female psyche; it's for that reason alone that the clothing, fragrance and entertainment industry have made such a killing off us poor saps...

Same reason why there are a large number of women waiting for men to ask them.
People do not like the feeling of regection, nore do they enjoy confrentation.

Too many games and fear of rejection. And most relationships nowdays are based on sex not friendship and they don't work out. Girls are also becoming so independant that guys don't know what to say or do anymore! but the main thing is FEAR AND REJECTION turn about is fair play.
