Keystone Foods: "By the end of the 1970's, Keystone has recognized the need for a formal R&D effort in the company. An R&D group is formed and the development of the first chicken nugget takes place at Equity's recently acquired manufacturing facility in Tennessee. Pioneered by Keystone, mass-produced, boneless, chicken nuggets are another first in the food industry."

Thank McDonald's.
They may not be the true inventors, but they certainly popularized them. Never mind the fact that chickens don't have nuggets.

I am not sure there really is anyone that is attributed to that particular product.
I would imagine that kind of developed by accident or necessity when a restaurateur deep fried some left over battered bits of breast.
Who did it first? Not sure.
