It has no pollution control equipment and does not have to pass emmissions testing.

Cars built prior to a certain year (don't remember what it is) require the dynomometer test. Once a car is 25 years old (in the VIN code) then it no longer has the dynomometer test, it gets tested at the tailpipe instead.
