I got in a car accident. The driver offer to pay to fix my car. I brought the car to a shop to get my car fix. When the car was done, the driver never show up with the payment. I can't reach the driver now and I had to pay for the repairs. Is it too late to file a claim?

plus at the time of the accident, the driver did not have his license, insurance card. the only information i have is his name, cell phone number, license plate and vin #

If your company agrees to pay, and if there is no statute of limitations involved (you do not say when the accident happened and when the car was repaired) they can subrogate; recover what was paid out, from the responsible party and possibly get your deductible back.
I am a retired (thankfully) claims adjuster. Your company may refuse to pay because you did not meet all policy conditions. If they refuse, file a complaint with your state Insurance Department.
