No, people use gasoline, and things in general, for money, and can get greedy which isn't very morale.
But I don't think the devil explicitly made gasoline to get people to be immorale, it's just that people did that on their own unfortunatly, and probably has the same end results.

The devil is not in charge of hell. Hell will not be until Jesus comes and sin and sinners and Satan are cast into it to eliminate sin and its followers.
